Yes during the campaign for Mayor, Earling accused Mayor Cooper of unwise spending. Now unwise spending is a matter of "equity". Mayor Earling is advocating spending tax dollars that are not available in the 2012 Budget. Where is the needed reform and transparency he promised in his campaign for Mayor?
